"Borrowing from Peter to pay Paul" - why the county is struggling financially and what needs to happen to fix it

Attorney Charles "Chip" Cary addresses the Hardeman County Commission on why the county had to borrow $600,000 in order to meet payroll in September, what has happened to put the county in tough financial situations, and what must happen in order for the county to get out of a financial bind and progress.

Cary said the county has been "borrowing from Peter to pay Paul" for years and that practice will eventually 'catch up with you' and they will run out of money. Cary said the commissioners have been 'short sighted' in their handling of the county business.
